Methodology
Stream each committed state shard and calculate record-level completeness: NAP requires name, address, and phone fields plus city/state/ZIP; high-confidence verification counts national_gold and regional_gold tiers; license, website, map, and photo coverage count populated source fields.

Limitations
- NAP completeness is a field-completeness metric and does not by itself prove a phone is currently answered.
- License evidence depends on whether a state or local board publishes searchable fields for that trade.
- Photo and map coverage are availability signals, not workmanship or endorsement signals.
