Where do the months come from?

ProFix grouped 5,004 matched public permit records by issued-date month-of-year and classified each permitType with the same permit-to-trade classifier used by the Real Cost Index.

Why do some trades say not enough data?

Trade peak/trough claims publish only at 300+ permits, equal to 25 permits per month-of-year on average. Below that floor, the tool does not invent a month.

Is this all home-service work?

A matched sample of public building-permit records, not an exhaustive census of all permits. Permit-exempt service work is under-represented, so this is a permit-backed timing signal, not every home-service call.
